ANALISIS BIAYA PERAWATAN FRAKTUR TULANG DALAM PENETAPAN PEMBIAYAAN KESEHATAN BERDASARKAN INA- CBGS DI RSUD ULIN BANJARMASIN

Abstract

The government implements a universal health insurance system for all Indonesian citizens called the BPJS (Health Guarantee Agency). BPJS services have a fixed financing package system based on INA-CBG's. The INA-CBG package in cases of bone fracture requires planning. With the INA-CBG’s package tariff, it is hoped that it will be able to reduce the high health costs including the cost of treatment for fractures. Therefore the research was conducted at Ulin Banjarmasin Hospital, to obtain the difference between the total cost of treating real bone fractures and the rates of INA-CBG's at Ulin Banjarmasin Hospital.

This study was an observational researcher with descriptive data presentation with data retrieval obtained retrospectively. The sample of this study was BPJS patients with the main diagnosis of bone fracture according to data from the medical record during the period January-December 2018 in Ulin Hospital Banjarmasin. The inclusion criteria for the research object included patients with a primary diagnosis of bone fracture from the INA-CBG's package claim report. While the exclusion criteria included patients with a diagnosis of bone fracture by following medical record data but in the INA-CBG's package claim report the main diagnosis was not a diagnosis of bone fracture.

Based on this study it can be concluded that the difference in the amount of bone fracture treatment costs according to the severity of each class III, II and I is 1 severity level of Rp. -44,378,035,-, the severity of 2 is Rp. -54,979,100,- and the severity of 3 is Rp. -34,121,330,-.
