B Business Legality Assistance in The Framework Of Halal-Based MSME Development

Abstract

An important aspect in the development of MSMEs is business legality. Legality is a form of state recognition of a business. Most MSME actors have limited knowledge and information, not a few consider the management of business licenses and legality complicated and requires large costs. It is known that 11% of MSME actors in Banjarmasin City stated that they did not know the benefits of business legality and 25% stated that the licensing process was complicated. In addition to business legality, product quality also needs to be monitored. In Indonesia, where the majority of the population is Muslim, the halalness of a product is very important and must receive special attention. The implementation of halal mandatory products is carried out in stages starting from food and beverage products on October 17, 2019 to October 17, 2024 in accordance with the Minister of Religious Affairs Regulation. The existence of halal certificates is one of the factors so that MSME products have added value so that they can penetrate the global market in accordance with the purpose of implementing halal product guarantees. Thus, it is very necessary to assist and develop MSMEs, especially in Banjarmasin City to support even distribution of business legality. The first strategy used is to provide education and knowledge to increase awareness and deepen understanding to MSME activists regarding business legality through seminars and literature distribution. Then assistance is carried out related to the business legality process including NIB, PIRT and halal certification to ensure that all files are complete and continuous control is also carried out until the issuance of the licensing documents. The results of providing education to 38 MSME actors showed an increase then from 13 MSME actors who were given assistance, business licensing documents that had been issued included 5 NIB certificates, 2 PIRT certificates, 8 halal certificates, 1 MSME rejected because it did not comply with regular / SEHATI criteria, and 4 MSMEs who continued to be accompanied to completion in registering for the Free Halal Certification (SEHATI) program.
